California requires proof of citizenship/legal residence to issue a DL. I think there are only 4 or 5 states that don't. It hasn't always been that way, so maybe people got licenses in the past without having to show proper ID.

I believe Butch Napolitano tried to push that through but was shot down

Not sure what you mean by "that". Napolitano favored the forgery-resistant biometric licenses. It was a good idea. You're right - the idea failed as most good ideas do in Arizona. It is a matter of time until a national ID becomes a reality. I can't see how we can have immigration "reform" without strong IDs.

The laws in California have been tightened since 1978: when I moved there; all I had to do was surrender my Virginia DL and take a written test, nothing more.

But the same people who want immigration reform won't want a national ID
