From what we have been able to determine, the best summer weather is in Flagstaff, or any area in the higher elevations. But, you're asking for very cold/snowy winters....and even though snow has been at a minimum over the last 4-5 years, that it is no guarantee it will not occur again. And hopefully it will since Flag, etc., depend on the snow for their water supply.
I personally love Flag, the only thing keeping me away is the high cost of housing. My error though, I should have bought a home 10 yrs ago...oh well, can't turn back the clock.
I've been to Prescott as well, and that is a milder climate. It is a very nice town.

If the cost of property wasn't a problem, is there a small town somewhere in USA that has it all . . . .
Low humidity
Only light snowfalls
No unbearably hot days
Mild winds
A little light rain
No hurricanes

Visit some areas north of San Diego. Go there in summer and winter to see both of these seasons. It's worth a visit, but expect it to be costly.

Given the current incredibly grim situation with the economy and the nationwide housing market, I'd say hold out for another year or two and you'll be able to buy a nice house anywhere in the country for under 250K- even in places like Manhattan, Honolulu, Aspen or Santa Barbara.
That is, of course, assuming anyone can actually get approved for a mortgage loan in the future- and most people won't if their credit score is much below about 750.

There are a few things I don't like about Flagstaff, but the weather is NOT one of them. This place has the ideal climate for me. 4 seasons, mild winters, and cool summers.
