I am not surprised at all.

When I left my home state of Arkansas in 2007, Sheridan was the Meth Capital of Arkansas.

every week there is a new city or state referred to as the Meth capitol of the country. There is no true "Meth" capital. Small rural towns have and will continue to have meth problems: it makes no difference what state.
