I think by the lighting in his pictures it may have been pretty early in the day. Or he might take pictures like I have a habit of doing- I tend to wait until cars have passed/a street is empty/people are out of frame before I take a picture. They're not really that empty, I just wait until they look that way so I can get the buildings the way I want them without distractions. I always have friends comment "your pictures of (insert city here) were nice, but that place looks like a ghost town!" because of it. I'm trying to make an effort to take more natural pictures from now on, because it does paint an unrealistic view of the cities I've visited/lived in.
