Sellers pay buyers closing costs typically, so a cash offer is most definately worth more than the same offer requiring a loan. You also get to skip the appraisal and don't have to worry about it coming in short. Additionally, who knows if/when the first buyers will even sell their house and how long that process will delay this sale? The op may be a bit short in temper, but he's right. I'd offer 3% under asking price with no contingencies other than an inspection.
