Are these needed in Arkansas for constructing a new rural home? Which counties do not require building permits for new home construction?

That depends on what county you live in. When I built my house here in Washington County we didn't have to have any permits. However I think, Washington county has since changed some of its rules.

Figure out what county you want to build in and call the county zoning and engineering office. The rules change all the time, and sometimes even the local contractors are misinformed. You can also ask about state programs and grants to offset some of your costs.
