The Humane Society did file charges, which the judge would not sign and told them to find a circuit judge to sign the papers.
Here's a little more of an update:
Fallout continues over dogs - Helena, AR - Helena Daily World
And a list of P.A.s for Phillips Co. and the Circuit Prosecuting attorney's name, who has apparently been contacted per the article:

Whew! This would be some joke if it wasn't true.
What's next? Releasing criminals before their sentence is done? ... Oh. Yeah, I forgot. They already do that. Well, mebbie he's just following procedure.
There's quite a few people living out on Storm Creek Road (West Helena route) now. I'll bet they're not too happy about all this. They probably see enough dumped pets as it is without the Mayor of Helena getting into the act.

What didn't he had them euthanazied ? a quick painless death for these feral dogs and no more problem for the community.
It's no endangered species here, after all, it's only a proliferating nuisance (especially attack dogs).

I think the better question is why he allowed them to live at the landfill for months on end in their own waste without calling in help. You'd be feral too, if you had no contact and just lived in a cage in your own poop. I have no objection to euthanasia under the proper circumstances, but this is a flat out case of neglect by the mayor of the town. His pretty words don't cut it with me...there are too many rescuers out there who would have stepped in if the problem had been as widely known as his solution.
As far as your "kill 'em all" stance, I just can't agree with that. This is about the pathetic way an elected official handled a situation and refused to uphold the law on abandonment. You'd think a sworn official and an attorney would have better sense, but apparently not. I hope the bar goes after him as well.

Let me say up front that cruelty to animals is wrong. But.....I find it totally ridiculous that everyone is focusing on the DOGS and not on the PEOPLE....the ones who will be bothered or possibly hurt because of a bunch of wild dogs living in the woods near their homes. Put the dogs down humanely and forget about it....they're just DOGS! There will always be more. So much money and time is wasted keeping unwanted animals alive that could be used to care for people in need.

The people wouldn't be bothered if the mayor hadn't shirked his duty. Let's don't forget that it IS about the people, about the one elected official who now has a warrant out for him. He didn't care for the dogs and he didn't care for the law he was sworn to uphold, and he didn't care for his constituents. He had the opportunity to do the right thing on numerous occasions and didn't. All in all, he fell down on the job...it's up to the legal system now to make sure he is convicted...and luvarkansas, love your posts, but these dogs would not have been feral at this time except for the actions of one man. It was wrong. Pure and simple, wrong.
I do believe with my heart and soul that there are things worse than euthanasia...and what this man has done is to turn sick and innocent creatures out to fend for themselves. Now THAT is sick.

It wasn't the brightest thing in the world to do either. Especially for a Mayor getting $75,450 a year in the public's service. I'll hazard a guess that in the market for intelligent leadership, Helena/West Helena could do a lot better for a lot less.

Mayor James Valley
I post this image to put a face to the name. Although I once lived in West Helena, I've never met or even heard of the Mayor before this controversy.
Also, he sort of reminds me of Detroit Mayor, Kwame Kilpatrick.
Both Mayors are controversial figures.

Yeah, that mayor is an idiot. I saw him talking on the news. Not the brightest bulb on the porch.
