It would be a great neighborhood for a family. Everything you pretty much need is right within the neighborhood and within walking distance. The high school is just to the west, the elementary school is to the north, there are several restaurants along 412 and a Harps grocery store at the entrance. I believe a Walgreens is planned to be built nearby as well. The neighborhood is a planned community with smaller row housing at the entrance and larger more typical homes further near the back of the neighborhood. There is also a community pool and several small parks and ponds. It's also convienent to I540. They are widening Elm Springs road along the north side of Harber so you would be able to connect to 540 there or at 412. The Natural baseball stadium is also just to the south of 412 about 5 minutes away.
In my opinion Harber is a great example of how neighborhoods should be developed and from what I've seen and heard from people that live there it is much more of a community than a typical suburban type neighborhood. If you're moving to Springdale then that's the only place I would even consider living.
