Default Bug ID

My wife saw a bug she claimed was as big as a mouse in the Wal-Mart parking lot. I told her she was exaggerating the size. But, then they found one that I think was probably the same kind outside the building where I work. This one wasn't quite as big as she said, but it was the biggest bug I have ever seen. It has to be some kind of beetle with long legs. It was kind of dull black and shiny green and it's wing coverings looked to be very hard. I live in NW Arkansas. Anyone have any ideas what this insect might have been.
