If you're not engaged in some sort of creative effort where you can create during the winter months and sell during the summer then it will be rather hard. I'm sure there are people doing it but a person's ability to do so will be directly tied to the level of comfort and spending they expect during the winter. The place really does pretty much come to a complete standstill in the offseason but it's certainly not a retirement village. I would imagine some people in the service sector look for offseason work in Bentonville or Rogers and make that commute. It would be a pretty rough one but it can be done, I worked with one guy in Rogers once who did it for quite a few years.
