Oddly as a white guy I have been to places where simply because I have a NY accent I have been discriminated against like a minority. On the other hand I have lived in neighborhoods where I am a minority and experienced the same thing. I have also lived in diverse and non-diverse communities where race and religion have not been an issue at all. So I wonder what can I expect moving to Boone county?
btw - I am Conservative - Libertarian leaning thus looking for low taxes and non-inteference from people-government (i.e zoning). Thus do not take kindly to people nosing around not that I have anything to hide, just want to be left alone to do what I want on my property.

you may get laughed at on occassion, but certainly no one will put you down. I don't know anything much about Boone County, but most of AR will welcome you as long as you try to fit in and not change people into thinking like an eastern. Nothing wrong with thinking like an Eastern, it is just, people are proud of the state and the way it is; mostly the state is conservative with more libertarians popping up even though many are registered Democrats. In our lifetime (mine that is) we will still see only 3 major parties, but someday the libertarians will get heard and elected. I think too many of us, right now, don't want to waste our vote so we choose one of the major party candidates.
As for doing what you want on your property, make sure it is legal and not something like growing weed (I don't mean the weeds that pop up every spring) Building codes do depend on the county and city. Some areas are much stricter than others.
Good luck
