Why Pine Bluff? (Little Rock, White Hall: living in, military, stats)

Default Why Pine Bluff?
Every once in awhile I see people asking about living in Pine Bluff and I can't figure out why. Are military families needing to move there due to the arsenal? People wanting to live there and commute to Little Rock? UAPB?

Merely glancing at the stats on the city data page should scare most people away I would think. It is the only town in Arkansas where I just have to wonder "Why?" when people ask about it.

It is a bit of a goofy question but I'm genuinely curious.

I work with a lot of people who live in White Hall, which is right outside Pine Bluff, and commute to Little Rock. I think some people like Pine Bluff because they like the feel of the Delta area.

The prison at Pine Bluff, and the arsenal, are large employers.
