Lets not forget that at least some of those dry counties do allow liquor sales by the drink in private clubs: Benton and Pope do for sure. I don't know which others do.

Its because fundamentalist Baptists are the dominant religion in the state, and everybody knows they are about enforcing their beliefs on everybody else through the law.

As opposed to Democrats or Republicans enforcing their beliefs through rule of law?
Or farmers influencing their elected reps to vote for farm/crop subsidies?
Or you choose the group/special interest.
That's the way it works.

MOST in central Arkansas are dry, except Pulaski County, which is where Little Rock is. This state is crazed about keeping the locks on liquor and lotto, don't know why. Bible belt thing I guess.

It's the power of the voting public within the state (many of whom happen to be church-goers), rather than power granted to the church by the state.
Church influences are strong in many places in the state so the distinction may appear muddy.
From the Constitution of the state of Arkansas:
1. Source of power.
All political power is inherent in the people and government is instituted for their protection,
security and benefit; and they have the right to alter, reform or abolish the same, in such manner
as they may think proper.
