I recently moved to Paragould and am wondering why there are streets numbered "1/2" streets?

After you've lived in Paragould for six months, you'll figure it out. It's a quirky town. As you've probably noticed, not all the streets have a half.
Somebody probably built a subdivision and squeezed in some streets that weren't lined up with the original city plan.
