I understand that some parts of Goa are swarming with Russians,other Europeans and Israelis who behave in a completely unacceptatable way - drinking too much, acting like thugs, trying to cheat the locals out of small change etc. Is this true?

Goa is one of the preferred tourist places among the Indian travelers. The climate, the cuisine and off course the Goan people.
