It is very difficult for non-Muslims to go there legally. I think a few have been allowed to in recent years such as film crews for documentaries and the movie Malcolm X. I think the most liberal interpretation of things say non-Muslims can travel to Mecca temporarily but cannot live there, and that is used by the Saudi government as justification for allowing some people to travel there if the government wants them to.
Then there are some people who have snuck in in disguise, but I wouldn't try that as I imagine the penalty if you got caught would be quite severe.
