One can hardly take a statement from an American university who speak and write a very simple form of the mother tongue and suggest those from the Philippines speak with a standard Oxbridge accent.
A Hugh Grant accent they do not have.

Yeah but that's a good thing.

BTW, don't pin this on an American university. Despite being linked through the HBR the 'study' (as mentioned upthread) has nothing to do with that (or any other) university.

English as well as Filipino is an official government language in the Philippines. (There are also several local/regional languages that are recognized.) Being that English is an official language it is hardly surprising that English fluency is good in the Philippines.
