The ones who were not born there from the US and the UK. English is taught at a young age to Israeli born kids all the way up to HS every year. But you can get away with using Enlish most of the time.
Most Israelis interviewed by American media respond in English. I would guess that knowledge of English is widespread in Israel, even among those who were not American-born.
However, I'm not sure if there is a high level of English fluency among Arab Israelis.

All immigrants to Israel from English speaking countries (which include Australia, South Africa, etc.) speak English as the first language as do many of their children even those children were born Israel. English is taught in the Israeli school system already in elementary school (from at least the 5th grade) until the end of high school. So most Israelis understand basic English.
There are tons of American Jews who have immigrated to or live in Israel, so yes.
Any Jew who lives in Israel that came originally from an English speaking country.
