Regarding Bangkok, although there are a lot of shabby tailor shops, you can get high quality custom made clothes there, but it's going to cost more. If you buy from cheap shops, you'll get cheap quality.

The easiest place would Hong Kong BUT it ain't going to be cheap. Think cost of a nice US suit (Armani) =custom tailored one.

You can get cheaper in some other places but your fabric selection and hunt for a reputable tailor will be very difficult, while the results may be lacking.

Like Vacanegro said, good HK tailoring isn't cheap, but at the high end, I think it rivals anything in the world, certainly in choice of fabrics and skill. My personal favorite is Riviera Tailors; I encountered them in HK years ago, then bought a variety of items from them when Jack did his rounds through the US. While their default is stylish but conservative suits and such for professionals, they love challenges-- they did a series of Savile Row knockoffs for me that I still have and wear 30 years later (made from the same broadcloth as Huntsman used), as well as timeless formal wear (tuxedo and white dinner jacket), not to mention the most incredibly sexy cheong sam for the lady I was married to at the time, who had the figure to pull it off...something I always loved doing (pull it off, that is).

Good news? if you're in the US, they regularly make trips to the coats, Texas, and the midwest. But Jack (now the elder statesman, judging from googling) was, in addition to being a master tailor, a fantastic guide to HK when I was there.
