I wouldn't say underrated as just not well known to travelers around the world, but it really isn't all that special for an international tourist. I think it's more appealing to a South Korean looking for a weekend escape from Seoul, or someone who wants a quieter lifestyle with more access to nature.

I was pleasantly impressed when I visited Busan a couple of years ago. I didn't really have any pre-conceived notions about the place, so I didn't know what to expect. But in general I liked what I saw. The weather was quite a bit nicer there than it was in Seoul, and of course Busan has beaches as well, unlike Seoul. (I was there in early July, and the water was freezing!)

That said, I liked Seoul better. But I would gladly return to Busan as well.
