Singapore isn't a country steeped in religion, like the Middle Eastern nations or even it's neighbour Malaysia, although they still seem to have a very 1950s utilitarian attitude that homosexuality is unnatural and like a mental condition. As some of you might know, male homosexual acts are prohibited in Singapore (although I'm not sure how rigorously they're enforced or the penalties). I also hear that oral sex, homo or hetero, was banned until recently. Yet paradoxically, Singapore is the ONLY nation in South-East Asia where prostitution is technically legal!
Many gay Singaporeans flock to Thailand and Indonesia, I know, and I'm not sure if that's such a good thing with regards to possible STD's etc. I'm not gay myself, nor do I really know much about what being gay in Singapore is like (I remember watching a movie about it though which was interesting) but Singapore's laws against homosexuality do seem quite interesting in such a supposedly modern state.
It's essentially a 'don't ask, don't tell policy' in regards to homosexuality in Singapore. It's strange they haven't repealed these laws, but I think the Singaporean government doesn't want homosexuality to be seen as mainstream whilst at the same time essentially turning a blind eye to the private business of gay people.
Don't forget the evangelical Christian groups are very vocal against this and they are continually lobbying for the criminalization of such activities.

Do they have major clout in S'pore? I know Singapore is only about 10-15% Christian, so they have more influence than their numbers would suggest?

I think a bit of de-population would be a good thing for a S'pore. The government is also too liberal letting foreigners in, it's over 40% foreigners now.
Strange Philippines is so Catholic yet there are so many gays and they are really so vulgar especially on tv. I don't have problems with people who are gay but it would be good to have a law againts homosexuals being so vulgar and would be a little discreet.
