I am considering living in China and want to know the best city under this criteria:
-Cost of living
-Most modern city

As others have implied, Shanghai and Hong Kong are the two easiest cities to live in among China. Both cities are more refined, but both cities also have some aggressive street hawkers to avoid. Shanghai is my favorite city in China, but I also think that Hong Kong has two large advantages for living. People seem to be more laid back and they do not have a restricted internet.
Besides coastal cities like Shanghai, Hong Kong etc, some good inland cities include Chengdu, Chongqing, and Wuhan. Kunming is nice too but it is relatively small (by China standard).

I find in a lot of the cases the smaller cities with a lot of the history/culture intact more interesting than the large but relatively anonymous cities like Wuhan, Chongqing, Shenyang.etc.
From the list (and excluding Hong Kong due to the insane housing prices), I would have to say Shanghai. I get the impression that it may be China's most cosmopolitan city and it's a large corporate base and I'm sure has stellar food, nightlife, infrastructure and overall one of the most modern ones in China. Beijing may be another great option too and I hear great things about Guangzhou and Shenzhen for most of what you're looking for.

One thing to warn you, cities along and to the south of Yangtze River (including both Shanghai and Suzhou) have no central heating by default. In other words, in cold winter days you will have to rely on the air conditioner or self purchased heaters to keep yourself warm.
Northern cities such as Beijing are heated. In the deep south (e.g. Guangzhou) there are only a few cold days so it's ok.
