I assume you are referring to (slightly)darker skinned Chinese people like these:

Well, historically there have always been darker skinned people in Southern China and not only Chinese texts attest to this but also early European explorers.

Unfortunately today many people, especially on the internet, tend to be obsessed with painting North Asia and Asia in general as one big homogenous pale "Mongoloid" population with black hair which is absolutely false.

But across the huge expanse of China today with so many people you are going to find pockets of different groups with different features.
It is only common sense.

Yes, I feel the people in Hainan might now be genetically a bit distinct from even their neighbours in Guangdong. Guangxi and parts of Guangdong, along with Yunnan and Hainan, probably have the most 'South-East Asia' looking Han.

Yes he could easily fit right in among a group of Malays. In fact many Malays look classically 'Malay' than he. Would not be surprised if Tai-Kadai DNA is more common in Hainan regardless of ethnic group.

Hainan people (especially the native ethnic there) tend to be darker and shorter on average, the Li ethnic people there look rather close to Southeast Asians. There were Cantonese people and Hokkiens who migrated to Hainan in the past but they were already mixed-blood with the native Li ethnic there.

My father who is of Hainanese ancestry told me that he could trace back his ancestors from Guangdong but they moved to Hainan island during the Qing dynasty period.
