The research (2005) is to study how Iodine consumption affects IQ among children. From the result we can also have an idea about the IQ distribution in China.
Children in the Construction Corps have an average IQ of 119.5. Zhejiang Province 115.8, Shanghai 115.3, Beijing 114.1.
Tibet has only 77.3 on average, with very low Iodine level from urine test. Guangdong (one of the richest provinces in China) has 101.1, below China's average.

Interesting data you have there.
I'm particulary curious what 'Children in the Construction Corps' refers to. Are they the offspring of some elite engineering fraternity scattered throughout China?
Regarding the relatively low score that Tibet got, I'm not very convinced because that's a region where iodine-heavy foods such as yogurt and cow's milk are consumed. So, what gives?

After the communists controlled Xinjiang, they established some military stations there.
Unlike the stations of US military forces, those in Xinjiang also work in farms and build infrastructures. Therefore they are both a military force and a workforce. Officially they are called Xinjiang Production and Construction Corps. Xinjiang Production and Construction Corps - Wikipedia, the free encyclopedia
Children there receive relatively good education, especially compared to rural areas in China. The majority are Han Chinese, but there are also Uyghurs and others.

In China there was a program to promote iodized salt. Most provinces sell iodized salt afterwards, but it may have failed to reach parts of Tibet.
What's the IQ of rural children and rural people in China in general? That's a much bigger difference IMO. Basically, your IQ can jump anywhere from 15-30 points, once you go from rural to urban, or undeveloped to developed.

I think the data here includes both rural and urban children. (Urban children are very unlikely to lack Iodine.)
I am not sure if they have separate data, but it will be true that there can be a big gap.
