I have only stopped over in Baku, Azerbaijan while flying to Bishkek, Kyrgyzstan. But, both are Muslim countries; both speak Turkic languages; both were once part of the former Soviet Union.

But, Azerbaijan is located by the Caspian Sea and Kyrgyzstan is not close to any sea, except some lakes. Kyrgyzstan is Central Asian, while Azerbaijan may be more similar to its Caucasus neighbors like Armenia (in some respects, though Armenians speak an Indo-European language and are largely Christians). Kyrgyzstan may be more similar to its neighbors such as Uzbekistan and Kazakhstan. Plus many Kyrgyz may look part Mongol in phenotype while people in Azerbaijan may have a more Middle Eastern like looking phenotype or even some may look Persian.

These are just some of my observations.

Kyrgyzstan is in the heart of a breathtakingly beautiful mountain range, in the heart of Central Asia, a kind of little Tibet, bordering China. It's in the middle of the confluence of the Tien Shan and the Pamir ranges. The culture is traditionally nomadic Turko-Mongol. Azerbaijan is Caucasic culture, sedentary for the most part, traditionally agricultural. If I had a choice, I'd pick Kyrgyzstan.
