The Cultural Revolution was an extreme time. During that time, monasteries were destroyed and people were killed, monks were put in prison. Now it's somewhat different. Monasteries are allowed to operate, a few of the destroyed ones have been rebuilt.
The important thing for China now is to build schools in the rural areas. In the rural areas, the monasteries (and nunneries, but these are few) are the only functioning institutions that provide any education, and the education they provide is extremely limited, and lacks a modern curriculum. There needs to be an alternative to a monastic education and monastic life for boys (= public education), and there need to be educational and career opportunities for girls.

Yes, I think Tibet is a part of China because it currently is. Even the Dalai Lama knows and acknowledges that fact. Whether it should be or not though is a different discussion.
