Overall though, the USA and India suck compared to other representative rule countries. The top ten countries for turnout have turnouts above 90%.

And, these are not NATIONAL elections, they are REGIONAL. I am certain that, when all are completed in a month or so, there will be a pretty large turnout.
Voter turnout is expected to 70% in this election; there is a lot of of dissatisfaction with the Congress Party, and there is a lot of hype around the BJP Prime Minister hopeful. Out of around about 800 million eligible voters, about 560 million of them are going to show up at the voting booth.
Voter turnout is probably going to be over 70% from here on out. The demographic group that was least likely to vote in previous elections was rural women; however, there has been a significant push to target this demographic by just about every relevant political party.
It's about millions of people exercising their right to vote for their government.
