Never really found Indians to be punctual. But in my professional life I have met Indians who were very detail oriented to the extent that they were naggy and whiny, if that is what you mean.
I cannot imagine that one culture is more punctual than another, everyone is different and in our home I am the one always waiting on my husband to finish getting ready so we can go and be where we are going on time. Neither of us from India.

More and more, I respect the countries that don't adhere to the neurosis of punctuality. Wristwatches only came into being in the 1920's in the U.S., and before that, throughout much of history, it was only the rich who could afford to keep time. What a tragedy to the world, that wristwatches became so cheap!
But given the British influence in India, the accompanying neurosis with time, I would expect the Indians to be more punctual for that reason!
