This is more a hypothetical, and i doubt it will ever happen, but historically, the Thai/Siamese kingdom took what is now Isan/Isaan, an eastern province of Thailand from Laos, as well as parts of what was the Khmer kingdom. Vietnam of course conquered Champa, Funan and the Khmer Empire, which once included the southern part of Vietnam to around Mui Ne, including Prey Nokor (Saigon). The delta was only settled by Viet Kinh in the 19th century, along with many Chinese, who mixed with some of the native Khmer. Although not often discussed, one could argue Vietnam has even less of a historical claim to the delta than China has to Tibet, but let's not discuss China/Tibet here.

I'm not asking if you think it will happen or if it should actually happen, but if you think it makes sense or if it would happen in an ideal world?

I think most Khmer Krom in Vietnam and Thailand feel more affinity to Cambodia than Thailand or Vietnam anyway.
