I notice that Filipinos like to emphasize the CITY on their city once it has been officially recognized as a city, like Taguig City, Mandaluyong City, Pasig City, Tuguegarao City and now Santiago City. Parang KSP at kailangan ipangalandakan pa. Notice that Manila is just called Manila and Baguio is just called Baguio without having the need to add the city and yet people know that they are cities.
If you are observant, Quezon City is called as such as because there is a province called Quezon and Cebu City is called as such because there is also province called Cebu.
My point is, you don't need to add city if there is only one such city and no similar namesake either as a town or a province. its for identification only if there are more than Santiagos or whatever
as my prof in law said before: it does not give you additional rights whether you add the city or not
