It also helps that English is relatively prevalent. I mean, not always with the Cantonese speakers, but tons of Filipinos and Indonesians, usually as housemaids, who seem to keep English alive.

Yep...it is, sometimes you wanna get away from the hustle and bustle of the rest of Asia. Not that Sing doesn't have that too, it's a little more organised.
That's exactly what it offers. As a long-time westerner who lives in Asia, sometimes its nice to see a Taco Bell, for example. It's also nice to see every cuisine in Asia very well-represented in Singapore as well.

India, South Korea and The Philippines are the only Asian countries with Taco Bell restaurants at the moment.
I don't consider the Near East as Asian anymore so that's why i didn't list Saudi Arabia and Iraq.
I'm not very knowledgeable about either, but Singapore looks kind of faceless and plain for my tastes. I would prefer Hong Kong for the scenery and food alone, and I am perfectly aware about how much people rave about Singapore after going, but I dunno. Seems too businessy for me.

I've stayed in Singapore for 1 week and know people that have been/live there,
All of them incl. myself went in with high expectations but all thought it was disappointing.
I don't know 1 single person who went on holiday in Singapore and wanted to go back asap.
Well, of course the expats/foreign talents. But the Filipino/Indonesia population in Hong Kong is immense. If anyone has been in Hong Kong on a Sunday, pretty much every park and sidewalk space, and everywhere on the beach, is absolutely filled with Filipinas/Indonesians.
Legally they are only 3% of the population, but I'm guessing their actual numbers are quite a bit higher. Even moreso when just about every single family in Hong Kong hires a full-time maid, as they only cost them approximately US$400/month!!
Indonesia now exports many workers who work in several important Bid.such as doctor , managers, nurses etc to some foreign country and I heard that the delivery of medical personnel from Indonesia to Japan is quite high.
