Yes.

Emirates aren't going to commit crimes. The other 70% living there are non-Emirate, and they'll be deported immediately. You just won't find 'career criminals' there, or incredibly incredibly unlikely anyways.

You'll deal with plenty of cultural issues, but crime and safety are two issues you won't have to be too concerned about.

yes is safe but sterile... meaning enjoy your shopping malls, the fake snow in the sky resort, the expensive high end fashion stores which is just about the only thing there is to do there.

Dubai leaves you craving for a cultural place to be

The OP is from South Korea. They'll have a difference reference point for all of the negatives that a European might perceive. I'm not saying they are right or wrong, but just saying they are different.

There are no gangsters in the Gulf States and Brunei, even strict Singapore has gangsters.
Imagine a North Korea but much much more richer.

Emirates are rich themselves or taken good care of by the rich government, if they are law-abiding by the strict Islamic laws. Other nationals go there for money, by working, there are expatriates from developed and developing countries, with those from developing countries being the larger group.

Most crimes in the UAE are committed by foreigners, not citizens of UAE.
