It's Karasumi. Some Taiwanese/Japanese seafood. I personally don't like it.

To be specific, it's actually mullet roe. I don't think 'seafood' eases the OP's mind

The front of the packaging (1st image) reads "frozen mullet roe"

The third image says that it is a specialty of Taiwan, and that the ingredients comprise of mullet roe and salt. The instructions also recommend you to store it in a cool dry place or have it frozen (which I think your roommate did appropriately so).

I just checked what Caviar was. It's salted eggs from sturgeon roe. Is it better than mullet roe?
