Cambodia is pretty loose about it. It is prevalent in Laos, as they supply several countries, but you could still face harsh punishment. Foreigners in Bali are doing a few years for a couple of grams. Easier to buy your way out in Thailand, but if a foreigner is dealing, he is going down.. full prisons and the ability to tax it are often talked about.
Certainly China over the years. They had what were called Strike Hard campaigns throughout the provinces. Quick sentencing and immediate executions after parading the condemned before the media. Problem was there were leaked photos of folks being shot in the back of the head. Lots of gore.
Their was an international furor over these executions and bad publicity for the Chinese. Most gunshot executions were halted. The government built a fleet of lethal injection vans and dispatched them where they were needed. Out of sight of the public and the international press

I heard and know China is tough, especially for more than a half ounce, however, I knew some guys living in northern Thailand that used to go to Kunming, Yunan for a few months per year. He said quite a few openly smoked opium in parks, etc., but trying to steal from them was just about the worst thing immaginable. Ironically, Kunming is known for having great climate and kind of like chiang mai on steroids.
In countries like Malaysia and Singapore, the law is so tough that there was case not even the one physically carried the drug being put to death, but also the one who paid for the airfare being put to death.
China is tough but the problem is corruption is so rampant that local law enforcement is actually providing the cover. Some villages, i.e. the men of entire village, are engaging in making drugs. The raiding operation has to be absolute secret and the police who conducted the raiding have to be coming from other parts of the country.
Now there is a new danger for travelers to these countries. You may be unaware that you are bringing drugs into these countries. After legalization of marijuana in Canada and many States in U.S., merchandise containing marijuana, i.e. cosmetics and food, are being produced. If you bring these added-content stuffs into the above countries, you are in deep trouble.
They jailed a woman in Japan after intercepting her package of adhd medication sent from mom... She got out in a few weeks, but it was an international incident. Never assume.
