OP is another westerner interested in visiting the Phillippines.

Phillippines' wealthier neighbours are generally not interested in visiting it.

Who? Citizens of Singapore, Brunei, Macau, HK, wealthy people in China, and Taiwanese.

Vietnam and Thailand win in the ability to attract visitors , businesses and importing of rice, fruits and manufactured products.

South Koreans and Japanese are more interested but the reasons are not understood.

Most people in the places mentioned have long been uninterested in visiting the Phillippines long before the South China Sea disputes. Nothing to do with politics.

And it just seems odd some Japanese and Korean goto the Phillippines to learn English or attend colleges. Chinese, including people of HK and Macau people generally do not have such optiion in their minds. Most of them will be thinking about the western countries if they want to learn English in another country. Phillippines maybe much cheaper in costs but Chinese parents will choose to work hard and save a lot of money to send their kids to study in a western country.

Not only westerners, also Korean and Japanese men are actually involved in the sex tourism in the Philipines... there even is a special word for half Korean and Pinoy Children... https://en.wikipedia.org/wiki/Kopino . For me, this is always kind of disgusting thing to see everything related to this dirty topic.

Beside that, learning language especially on Cebu Islands is a key factors for Koreans to visit. Its cheap and closer to home than USA or Europe.

The Koreans and Japanese fully understand themselves the reasons why they choose to travel to the Philippines. Not understood by whom?

Main reason there are fewer Chinese tourists in the Philippines is because of the recent South China Sea diplomatic spat. Even Taiwan has fewer mainland Chinese tourists after the DPP won the presidency. Mainland China government has a lot of say as to where tourists go, as well as influencing its citizens on which countries are their "friends" or "enemies". There are likewise other incidents in the recent past with Hong Kong and Taiwan, but the Taiwanese visitors to the Philippines aren't that few anymore these days. Macau and Brunei are too small to actually show as among the top countries where tourists come from. The Philippines, Malaysia and Indonesia have a bit more overlap as to what they offer tourists and Singaporeans have closer ties and is nearer to the latter two. Actually, among all SE Asian countries, the Philippines is farthest from Singapore. The Philippines has its problems, but so do other countries. Unless you've been to the Philippines, why are you even doubting the Koreans and Japanese why it works for them as a place to go for vacation?

The Philippines nowadays are more into IT and services, and India is a bigger competitor in these fields. The Philippines is a rice importer rather than an exporter, so it actually buys rice from Thailand and Vietnam rather than compete with them in other markets.

As long as there isn't any government crack down on suspected sex tourist. It is a city with a lot of cash running around thus its share of criminals wanting to get a share of it.

I live in Cebu City most of the year with my wonderful (not young) Filipina girlfriend. Never been to a girlie bar or Angeles City. Yes, the Philippines has poverty and worn infrastructure but the Filipinos are the friendliest people I have ever met, and they understand how to be happy and live in the moment. Something many of us Westerners could benefit from. The poverty and desperation is a result of overpopulation due to lack of family planning - the population has quadrupled in 50 years - no amount of job growth can keep up with that. Hopefully the new administration will begin to have this conversation with the Church.

The advice Golden Tiger gave about the island of Cebu for diving opportunities is spot on. Moalboal is great. Another great place not far away is Panglao, on the south side of Bohol, a 2 hour ferry ride from Cebu. And Dumaguete, on the island of Negros. These islands are spectacular. Palawan is unbelievably beautiful. Please come and visit the Philippines and enjoy their hospitality, but do not take advantage of the Filipino people.
