I brought a 10,000 and a 5,000 dong note back from Vietnam 2 months ago. I don't remember getting any 1,000 notes while I was there. So in theory, your 10,000s will still be good. However, if they are too old people might not take them. (This happened to me in India when I took some 2003 notes over in 2015. They had enhanced the currency since then to combat counterfeiting and people would not take the older 500 and 100 rupee notes.) But a 10,000 dong note is only worth about $0.50 US so people may not be as fussy about such small denominations.
I have a 10,000 dong note in my wallet right now (lingering from a trip out there last year). So the answer is yes for 10,000, cannot remember for 1,000.
