I lived in Quezon City July 2014 to June 2015. Here are the online jobhunting boards:

JobOpenings.ph, Search for Philippine Jobs Online
Bestjobs Phillippines - Jobs and employment opportunities
Job Hiring | Job Openings | Job Search | Monster Philippines
http://www.careerjet.ph/

Why do you want to move to a low wage country with a tyrant dictator?

Are you white? Or even blond?
If yes you can easily find a job from teaching English (yeah I know you speak German and French) to acting as a CEO in many Asian countries.

Most people who learn French or German in the Philippines are those who are married or plan to marry French or German citizens and are trying to pass the language test prior to their move to Europe. Not sure how much one can make with those gigs. There are various German language schools specializing in this and I believe they have more students compared to French. For French, check out Alliance Francaise. Wages are low in the Philippines but cost of living is likewise low. There is a disproportionate percentage of retirees who move to the Philippines because they can live off very well with their savings and pensions.

There is no shortage of English teachers in the Philippines. If you're not a native English speaker or speak English at a near native level, forget it even if you are white and blond. The Philippines is different from East Asia (China, Japan, Korea) in this regard.

I've looked into some of the job openings..and their are actually other jobs available apart from Teaching. The BPO industry in the country is booming Cheers to that! And the pay is really good specially if you work as a multilingual

As for security, I think not all areas are that bad. Of course, you still have to be careful wherever you go
