Apparently this city has been rented by Russia. What does this mean?

Is it just like paying $200 per month or whatever for renting a house? And why would they rent this city in particular? It says there's a Russian-owned cosmodrome there but surely that's not the only reason. There's heaps of space in Russia, why here?

That means that Russians ( for the most part) have built that Cosmodrome back in Soviet times and they still kinda need it may be?

Yes, but they are building a new one in the Russian Far East, not far from north eastern China (Manchuria). It's called vostochny (eastern) cosmodrome

Baikonur is not only important because of the cosmodrome, but also because it is a scientific city populated by hundreds of scientists as well as workers that maintain the cosmodrome and it's the largest cosmodrome/space port in the world and was one of the most expensive Soviet infrastructure projects.
