Why do you think that? Jammu and Kashmir generally has the lowest or top three lowest crime rate of states within India and the Seven Sister States are all quite different and so are all over the spectrum in terms of crime rates.

Probably where most of the Rams and Krishans are around - Bihar, UP, Madhya Pradhesh, Delhi etc. Majority Hindi speaking states tend to be underdeveloped, casteist and high crime.

They have a land dispute with Pakistan for a long time... You never heard of the Muslims making trouble in that area?

I've heard of people in general making trouble in different areas, but nothing specific about Muslims especially since Muslims aren't all the same. I'm also not sure why you feel Muslims in general are more prone to crime than Hindus or Buddhists or anyone else. For one, extremely devout religious muslim countries generally have incredibly severe punishments for crime as well as a large degree of community organization where your crimes are pretty quickly known on a communal basis (though I think among the most severe, there's the argument that those punishments are themselves a crime against humanity). On the other hand, perhaps you're in a country with a significant marginalized Muslim population which then colors your perception of these people. Generally, marginalized populations anywhere, whether religious or not, are going to have a greater propensity for crime and/or have their activities criminalized by law enforcement and justice systems in their localized area due to lack of more straight-laced opportunities.

There's a side argument you can make that some states and countries are less developed and less capable of tabulating crime reports than others so they artificially lower the result, though Jammu and Kashmir within India is pretty mid-range when it comes to how developed it is, so it's a pretty difficult argument there. Meanwhile, the Seven Sister States, again, run a pretty wide gamut.

Is your argument that Jammu and Kashmir have a lot of areas in contention with China and Pakistan and that warfare is more likely to spring up along the region in the near future and therefore more subject to potential war crimes in the future?
