I always thought Tokyo was the answer but Seoul seems to be growing faster with bigger companies and a culture that is based less on paper money alongside focusing on newer industries like internet companies and PC companies rather than cameras and the such in Tokyo.

Which one (architecturally) looks more futuristic

Which one feels more futuristic

Which one functions in a more modern way

Which one has the brighter future

Depends on the area, i think Shibuya and Shinjuku feel the most futuristic of all the places i've visited in the world.

I don't know Tokyo personally, I do know Seoul but do you have some pictures and/or arguments to why a specific city feels "futuristic"? Is that even a positive trait?

Tokyo is a very MODERNIZED city with state-of-the-art amenities but it's FAR FROM being a futuristic city.

NEITHER city feels futuristic to me.
