I thought Duterte could make peace with the Muslim rebels.

Ever since he took office, Duterte's been looking for an excuse to impose martial law…

It sounds like the scenario where the Aquino administration lost 44 Special Action Force police officers KIA just as he was entering the lame duck phase of being term limited out of office . A police raid caused a Muslim militia to fight

I think Duterte thought that ISIS would play nice with him since both he and ISIS hate Americans. How naive of him

The article has nothing to do with having martial law in an active war zone. I would hope that any leader would be smart enough to impose martial law in an area where their army is engaged in combat.

Mindanao has been an "active war zone" for decades.

Moreover, Duterte probably wants to extend martial law beyond Mindanao. Here are a couple of telling excerpts from an article in today's Philippine Daily Inquirer...
Martial law will be harsh, says Duterte | Inquirer News
Mr. Duterte, who cut short a visit to Russia, said martial law in Mindanao under his administration would not be different from martial rule under dictator Ferdinand Marcos, remembered by many Filipinos as one of the darkest chapters of their recent history.
In a news conference at Naia after his arrival from Moscow, Mr. Duterte raised the possibility of expanding the coverage of his proclamation to the Visayas and even Luzon to protect the people from terrorists who had pledged allegiance to IS.

At some point, this insurgency must stop. Duterte is doing the right thing.

The wife's on Filipino TV. She says it looks like a casino armed robbery and ISIS took the opportunity to call the thieves brother

Sounds like it may have been just a lone gunman trying to rob the casino at Resorts World Manila…
