We are seriousy considering a 2 year assignment in Dubai.

I have read the "don't move to Dubai" articles and none of them have convinced me that we shouldn't go.

We are a family with 3 young boys. We are quite conservative (don't need to drink, use porn, smoke, etc...) so I really don't see that we would have an issue with the local laws on these.

I visited Dubai for a week last year and I had a great time.
Before going I had read about the restrictions on drinking, couples holding hands, etc. and found that all of this was hype.
Dubai is a beautiful place, has the indoor Ski Dubai, sandboarding in the desert is awesome, and now they also have DubaiLand.
Peak hour traffic is bad, but there are virtually no speed limits off peak times!!
I would definitely like to live and work there if I can get a job there.

There is more partying, drinking, smoking, ect... in Dubai than in any American city.

Loved it there, can't wait to go again.

I would like to live there for about a year.

People in Tehran (particularly the northern part) have a lifestyle which is more in common with western countries. That includes even several western Turkish cities, and Beirut, where temperament and mentality of the people is alien to western civilisation, ask any Anglo-Celtic Australian about the behaviour of (especially young men towards women) Lebanese immigrants. Syrians and Lebanese are largely arabised, so they will show less typical characteristics. The Bedouins are often viewed as the original Arabs, who spread out from their original home in the Arab peninsula.

I would not consider Tehran typical for the region though. The Persians are an Indo-European people and therefore different from most other people in the region.
If you're interested to learn more I recommend reading American Iranologist Professor Richard Nelson Frye. According to Frye the Islamic revolution of 78-79 was the second Arabo-Muslim invasion of Iran.

Also keep in mind Dubai got an opportunity to flourish (otherwise it would probably have been Kish Island) after the Iranian revolution. A quarter of the population in Dubai is Iranian and there has been a large influx of Iranian money going in to Dubai.
Any Anglo-Celtic Australians out there, to ask about the behavior of Lebanese Immigrants? I don't know what that means exactly.

When I think of cities, whose ego's rest with having the tallest/biggest, I think Chicago or Shanghai.

Even with the Freedom Tower being built in NYC, Chicago has gotten out their measuring tapes, so they can continually say they have the tallest, as the Freedom Tower Spire doesn't count! To egotistical Chicagoans, that's not playing fair, sticking some big needle on the top of the building!
