A lot of the time Western Europe, USA and Japan may lag in some high tech areas because of legacy and historically less developed but now booming areas like China, South Korea and Singapore are more nimble and it provides a chance to race ahead.

China is what I'd call a "clean slate" - hence why EVs, internet shopping and cashless systems are widespread in China. China never really had a successful conventional ICE car industry hence they jumped on the bandwagon and in a way was an opportunity to leapfrog the West and Japan. Ditto with Internet Shopping, simply there aren't that many brick and mortar mall penetration rates, cashless systems because they credit cards never took off there.

Japan I think the techy stuff is more mature and welcomed with open arms but some are just downright stupid. I think it operates better in say fields like waiter/waiter-less cafes/restaurants and automatic self service and bagging convenience stores. I've never seen those in China or the West.

One thing I noticed on my most recent visit to Tokyo in 2016 was that the car I rented didn't have Bluetooth capabilities or a back-up camera, and I'm pretty sure it was a fairly new model.
