Only a few places have that tradition. Generally speaking, Guangxi and western Guangdong consume more dog meat.
Also some parts in Jilin (ethnic Koreans), Guizhou and northern Jiangsu.
Even in those regions. only some people eat dogs.

If you ask a random person in Beijing, Shanghai, Chengdu, Wuhan... most likely he has never tried it.
That's the same in South Korea.

If you ask young people, or most people who live in Seoul; you won't see it. But if you get outside of Seoul, or back where I used to live in Busan; there are always kind of 'older people' and 'cheaper' parts of the city where the old style traditions still rule.

I used to live next to one of Korea's largest dog markets - Gupo Dog Market.

Shenzhen is full of both richer and poorer people.

You did not hear about the city, because it is less international or old than HK, Macau and Gusngzhou. the city is not famous in many other countries. It is not as popular with international tourists.

It is able to attract many mainland Chinese to work there because of higher income than smaller cities and towns. The property market of Shenzhen is expensive like HK.

other question:

How rich is Shenzhen? Friend came back from there recently, called 'rich' couple of times...it was the first time I even hear about this place.
