Its complex, Japanese are EXTREMELY famous for being quite racist.
They are good people in general, but if you are not a westerner in Japan you are considered dirt by many. Now of course it would be generalizing to say all Japanese are horrible rude racist lying cheating people as the person you quoted.
But many people, the Koreans and Chinese in particular(but most Asians in General), are also racist towards the Japanese because of previous unacknowledged war atrocities and crimes. (IE: Nanjing/Nanking the massacre of about 200,000 chinese in a period of about 3 months, in a (about) 5 year period in which the Japanese killed roughly 20 million Chinese, most (17 Million) being civilians. Many Japanese refuse to acknowledge this massacre.
So now the poster you quoted is probably the product of all the racism going back and forth (it goes beyond the world war II period...it goes Wayyyy back)
If you go onto youtube you can see many signs the Japanese have up on their stores and boutiques stating 'No foreigners' , 'Japanese and Westerners only', or 'All foreigners must be accompanied by Japanese'.
This would paint a bad picture of all Japanese, but being of Chinese decent myself, I do understand the hatred towards them... even if it may not be right.
here are some videos... I am not trying to demonize Japanese, they are Human just like everyone else... but more to explain why people like him say these bad things... :

YouTube - Do you like Japan? Japan doesn't like you!

YouTube - Re: Foreigners living in Japan

she may have gotten tired of asking and thought you were getting tired of answering. She is still only human like the rest of us... Japan is a very developed country and they are big technology users... much like American youth today...always on the computer. Don't be rude but don't let yourself be trampled on.
I am going to Japan in a couple of weeks, I will tell you about the culture when I get back.

I'm really surprised, I've always thought of Japanese as super polite and super friendly people. I lived there for years and never experienced anything like this. I've had Japanese invite me into their homes and host me for dinner just for having a polite conversation with them on the train. I've had Japanese turn around on the toll roads and pay extra tolls just to show me how to get to where I was going. Maybe this is the new generation.
