Between the two NYC without a doubt.

Dubai from what I heard treats foreigners as second and third class citizens, plus you can get arrested not only for public drunkeness but also just for being gay, having .003 grams of cocaine on your shoe, kissing, and also owning a bankrupt business.

I am spending a week in Dubai next month so will be interested to see how foreigners get treat. I am a Brit but also of Pakistani heritage so maybe I'll get treated like a second class citizen. No problems...living in England I am used to it even though I was born here

The Associated Press: Steamy text messages lands couple in Dubai jail

Yeah, the story posted above is reason why NYC is far superior as a world city to Dubai...You can't go to jail in New York for steamy text messages or kissing someone of the opposite sex in public. Kind of weird to be promoting your emirate as an international jet set tourist mecca when you can't even give someone a kiss in public without risking jail time.

Dubai is impressive for their rapid growth and for the fact that compared to other Middle Eastern gulf states they were forward thinking enough to find a new way to compete economically other than just being a source of oil. You could compare Dubai to a place like Singapore(or even Las Vegas in a weird way ). But compared to New York, which is a true international city on par with Paris, London, or Tokyo---Dubai is minor league.

Dubai = rich playboy billionaire playground whose bubble burst once people realized its expansion was based on credit. Let's not forget it is an ISLAMIC country and simple things - like kissing your wife in public - is a BIG DEAL there and can get you thrown in jail or deported.

NYC = kinda gritty but extremely diverse and overall accepting place built on centuries of accumulated culture and economic development.

NYC completely destroys Dubai IMHO, unless you're a rich playboy billionaire who needs a place to moor his $50 million yacht.

Dubai has no culture, unless you consider American style suburban shopping malls culture.

population
dubai 2.3 million
las vegas 1.9 million

gdp
Nevada 127-140 billion dollars
UAE 229 billion dollars

seems like a better comparison.

the ethnic diversity, economic importance and even growth of NYC is so dissimilar to dubai that it's not comparable.

you could even make a case that cities like San Diego (3 million people, near sillicon valley) and Seattle (3.3 million people, home to microsoft bill gates, starbucks, a couple hours drive from Vancouver one of the best cities in the world) are more powerful than Dubai.
