How would Atlanta be affected?

What if the sky was red instead of blue?

Atlanta would still be the biggest city in the South. It is a the epicenter of the south. That is what drives its growth.

There are plenty of states in this country where the capital is not the largest city. In fact, in several states, the capital is a relatively small city. Consider, for example, New York or California.
