Golf carts are not technically legal on the roads in most jurisdictions, but tickets are rare for individuals who are using them on quiet streets in subdivisions. I live in a subdivision with 400+ houses, and dozens of golf carts. I have never heard of anyone getting a ticket.
There is actually a Georgia Supreme Court precedent that states that anyone operating a golf cart on a public road must possess a valid driver's license. However, I don't think necessarily permits the use of golf carts on public roads. The case in question involved an unlicensed driver operating a golf cart in Peachtree City, where the City's law specifically permit the use of golf carts on some public roads.
Bottom line: in most cases, if you use these vehicles reasonably and responsibly, you are probably far less likely to get a ticket.
