I requested an I.E.P. review and made it known that the reason for the review was to request a categorical aide for my 3rd grader. Unofficially he has one, but that will change when more and more children are identified as needing special assistance during the course of the year. The meeting was set almost immediately and I believed that I was receiving the support of this request from his I.E.P. team.

The meeting was cancelled and told the reason was
" we have to await approval from the county for a categorical assistant for Robert before the team can meet to decide this."

Is this legitimate? Shouldn't his needs be determined and then services be requested?

He is entitled to what he needs for a free appropriate public education (FAPE) and that is what is needed for him. Each child and situation is individual. An aide can be essential, a luxury or a negative (child becomes dependent, aide unqualified, whatever).

You need to review your rights, which are written and given out with most correspondence and at meetings. The sticky point is that if you want to fight the decision that is made, you have to follow the process. You may have to hire an advocate/lawyer. I advise having all communication in writing, (emails are excellent) that you save in a file. "Unofficial" does not cut it in the special education world- have it clear, concise and measurable on your IEP.
