I read that and completely disagree.

There is a third option, and it is simply to tell the truth.

As I said in my post above, you have to speak up and make it plain that things won't work as proposed, and that it will be necessary to take another approach.

That is your responsibility as a professional. That is why Dr. Hall was paid half a million dollars a year, and why her numerous assistants were also paid hundreds of thousands of dollars per year. That is why they were given authority to spend literally billions of dollars in public money.

Instead of doing their duty, they elected to simply pocket the money and fabricate the results. Not just once, but again and again, for 10 years.

Consider this analogy. You have an old house that you want to restore. You know it's likely to take 2 or 3 years, but you absolutely love the property and are willing to spend the money. So you spend a lot of time and money tracking down the best contractor you can find. She represents herself as being highly skilled and experienced, and says she's willing to take the job. However, she says she'll require compensation of $500,000 a year, including a personal limo and full time driver. She's also going to require a large team of assistants, each of whom will also be paid at least $150,000 a year.

You're stunned but agree to pay it if that's what it takes. And she assures you she's the best. The work begins, and every time she submits a draw you pay it on her certification, no matter how much it is. It seems terribly expensive but she assures you everything is going swimmingly. She even points out that she's winning awards from the other builders.

A couple of years pass and you're getting extremely worried but she tells you everything is just fine.

One day, however, the building inspector comes onsite and says he's got some questions about the reports your contractor has been submitting. He starts looking around and, lo and behold, the place is a disaster! The wiring is faulty, the plumbing leaks, and the floors are barely holding up. Moreover, you find that your contractor has plastered over all this shoddy work in order to hide it from you and to keep getting the huge salaries for herself and her assistants.

Then you find out the carpenters and electricians have been in on the scam all along too. They say your contractor knew all about it and forced them to lie about the shoddy work. Meanwhile your contractor says, "Well, the lumber wasn't good enough and this project was never going to work." She posts a video on YouTube denying any responsibility and goes to Hawaii.

Is any of that fair, ethical, professional, legal or otherwise right in even the most remote sense?

Who sets the quotas? The administrative folk, perhaps....

Why didn't all the schools cheat to meet their quotas? Or was it only schools on the south side for whom just passing the tests was too big of a reach?

Firstoff, NO public employee should be paid a half a million dollars a year. NONE.

Second, how are these people not already in jail?

Actually Hall usually received around $400,000 directly but I'm including the car and full time chauffeur she got. Her driver was paid another $100,000.

Its funny how folks on the left, when confronted with arguments and points they cant counter, the kneejerk response is usually to levy one of these three charges:
A) Racism!
B) Conservative/republican "ignorance" and/or "lack of tolerance"
C) Trolls!

The first two kneejerks serve most of their purposes. Option "C" is only for when Options A and B arent sufficient to overcome good reason. Pretty much, the old, if you cant attack the argument, attack the person making the argument.

All in all, its rather...boring. And lame. And utterly inadequate and weak.

Well, they're not encouraged but they are tolerated. In my experience, teachers just work around them and hope that you'll get the hang of formal English after a while.
